FAS COVID-19 Continuity Preparedness (March 6, 2020)

In the event that the State of Connecticut, City of New Haven, or the university institutes social distancing or campus closure protocols in response to COVID-19 (in any case as formally announced in a university-wide communication from the Office of the President) then, until such time as normal operations are resumed:

FAS Hiring, Reappointment, Promotion, and Tenure Cases

Notwithstanding Section III.K.2 and, in the case of FAS departments, Section IV.F.3, of the Yale University Faculty Handbook (August 22, 2019), all FAS departments (which, as used in this document, shall include all FAS programs with appointing authority), Tenure and Appointment Committees (TACs), and the Joint Board of Permanent Officers (JBPO) may conduct all business through means of remote participation in accordance with the principles set forth below. Such deliberation and voting will be considered effective and binding as though it had been conducted in person, and participation through such means will be considered “present” for purposes of Sections IV.F.4-6.

Departments, TACs, and JBPO may engage in binding remote proceedings, provided:

  • They use two-way audio-visual communication (e.g., Skype or Zoom with video) enabling members to see and hear, and be seen and heard, by all other members. If technical limitations prevent audio-visual communication, audio-only means (e.g., phone or Zoom without video) may be used.
  • Confidentiality is maintained among participants at all locations and in the transmission of communications electronically.
  • All faculty members participating must have reviewed all the materials required of them and participated in all stages of the case required of them prior to voting.
  • A process by which a secret vote is recorded such that the anonymity of all members participating and voting is protected has been adopted by the voting body (e.g., by electronic voting programs).
  • All other requirements for voting eligibility and recording of relevant votes are otherwise maintained in accordance with the Yale University Faculty Handbook.

As necessary, the work of the FAS Faculty Resource Committee and Teaching Resource Advisory Committee, as outlined in Section IV.B.4 of the Yale University Faculty Handbook, may be conducted remotely through electronic means, and any votes taken by those bodies will be considered binding and effective as though deliberation and voting had occurred in person.

FAS Steering

The work of the FAS Steering Committee, as outlined in Section IV.B.3 of the Yale University Faculty Handbook, may be conducted remotely through electronic means, and any votes taken by it will be considered binding and effective as though deliberation and voting had occurred in person. The FAS Steering Committee may amend the above participation protocols and vote to adopt any other policies deemed necessary for the FAS to enable the university to protect members of its community and preserve its mission during and after COVID-19.
